It really depends on what time of year you're going. If it's in the middle of summer, there's no way you can find anything nice for $40! You can't stay in the city for less than $170 plus tax a night during the summer, I don't care if you're on Priceline or not. You can stay in a Travelodge or Motel 6 near O'Hare airport at the end of this month, on a weekend for less than $60/night, but you're not in the city, it's a $20 cab ride into downtown. The downtown Travelodge is more expensive. If you're willing to stay at a non-chain motel in a bad neighborhood, you can find something closer to the airport prices, but then again you're not near downtown, you're a $10 cab ride away.

I have routinely gotten 4 star hotels on Michigan Avenue for $40. I'm talking about the Wyndham, Embassy Suites, the Allerton, the Westin, the Marriott, the Sheraton, etc. on Priceline.com.
I have found this to be as affordable as anyplace in the country. You just have to be willing to go through a place like Priceline.
