It's not impossible. I know somebody that have a baby 00:00 of December 31 or January 1st. The baby was actually born on January 1st. The mom was on labor from 8 hours before. And her name is MIRACLE.

Midnight of 31st would be the start of the new year, so it would be the new year. Once its 12.00 am, yes, it is a new day already.
But you can't be born on December 31st to January 1st midnight! That would mean that it took a day for your mom to deliver you and also, that would mean that your head popped out on the 1st of January and you finally came out on the 2nd January, 12.00 AM! So if you are asking if you were born exactly on the dot, when the clock strikes midnight, midnight of 31st December, then yes! You would be born in the new year.

You would be treated to have born on 1st january. When an event takes place at 00:00 midnight, it is treated to have taken place on next day if it is start of an event, and it is treated to have taken place on previous day, if it is end of an event.For example if some one dies on 00:00 on december 31 and January 1, he would be treated to have died on 31st December.
If a Train Starts from a station at 00:00, it would be treated to have atrted its journey at 00:00 of the coming day, but if the train completes its journey at 00:00, it would be treated to have completed its journey on previous day
