Hotmail and Outlook Express: is anybody else having trouble with disconnections?

Hotmail, free service. For several months now, the Broadband connection keeps on disconnecting. I do not know if it is Hotmail, Outlook Express or something else on my computer? BT, the telephone company deny they are responsible and it cost me £60 to find out!
