Being controlled by government legal means or other state means?
Mainly because of so many now abusing the welfare system.

Controlling may be difficult. Educate them on abstinance (no sex before marriage), encourage them to abstain and maybe that may reduce on the number of kids having babies before 18. Parents would have the greatest responsibility for this to work.

A lot and lot of kids live as kids even after 18 and there are many 20, 30 and 40 yr old kids around using the welfare system to their fullest advantage. More government controls would only make these kids circumvent the issue and find new ways to continue their abuse. More education and awareness could be the solution.

Of course it is not ideal for one to become a teenage parent, and parents and schools need to work harder at being sure kids are having safe sex if they are going to do it, but as far as governmental control, that is a bit Big Brother, don't you think? I mena, if the sate is going to control how old you have to be to have a baby, why not say you must have a certain i.q. or income? The right to reproduce is just as basic as any other right, and once the government starts to impose rules it becomes a slipperly slope.

even nevertheless i do trust you I might desire to declare i'm a teenager determine im 19 and pregnant with my 2d youngster. i'm married and residing on my own working as annoying as i will and going to college. i in no way predicted my mothers and fathers to guard my youngster i took care of her on my own day and night her dad wasnt around plenty. i dropped all my parting friends and extra curiculer activities. I do get mad nevertheless as quickly as I see those ladies wanting to get pregnant and not taking accountability. Why do they not understand how annoying it rather is to guard a teenager some realize it to previous due. I knew this 13 365 days previous female that became having unpertected intercourse just to get pregnant i permit her safeguard my toddler for 2 days all day all night of direction i became ther making particular not something undesirable happend yet i didnt help her in simple terms gave counsel she quickly found out its not all its creked as much as be. i think of thats what they want a stable dose of reality. As for those mothers and fathers who dont placed their foot down and make their teenagers take care of their own toddlers they are at fault to.

How could it be done? Pass more silly laws that can't or won't be enforced - that will really control them. We are better off educating kids on why its important to take precations prior to having sex - educating kids on safe sex has better results.
