The Scots usually don't wear anything under the kilt (or so I've been told), but the long white shirt "blouse" has tails that can be tied between the legs.
Which reminds me of my favorite kilt joke.
An American woman was visting Scotland, and she asked a Highlander, "Is anything worn under the kilt?"
"Nae, lassie, 'tis all in verra fine wurkin' order."

I've been told that when the United Kingdom has a Queen in power (like it does now) they have to wear something out of respect of her Royal Highness, cause she could walk past, there will be a slight draft, and the Queens eyes will be tainted.
Only when there's a King on the throne do they wear nothing.
