If you are talking about a single personal system, go to User Accounts in Contol Panel. Ther you can find Administrator and manage Administrator accounts settings.(You can change, reset or remove your passwords) If you're in a network, then you're to contact your network administrator....

When the password is blank, that means there's no password. When you get to the password field, leave it blank, don't type anything. Just click ok to get into the system.

To change the Admin pwd, press Crtl+Alt+Del and select the change passowrd option. leave the old password field blank and type in the new password in the new password field. Confrim this again and the Admin password is set.

You have open the admin account first, than make a new
account and change the account type. The new is Admin the old
is limit. In this case you're admin and you change the limit account password by yourselves. You need to open the admin account first.

This varies by system. Who told you the admin pass is blank? If you're talking about your own computer, in Windows, go to Control Panel --> User Accounts.
