But they say that the Ragnarok Offline can play without a internet connection. And I dont know if that is true.

Nope . You HAVE to have internet connection to play ragnarok, even the private servers that are available need internet connection.
the whole point of the game is to interact with others which isn't possible if u dont have internet :P

NO as the name suggests, Ragnarok Online (RO) has to be played online. However, if you don't want to use the main GM server, there are also private servers on offer
