There are no alcoholics in a Muslim country because there is no alcohol but once Muslims go to other countries they seem to yield to the temptation to drink. Wny? Because they have not learned temperance.
The same is true for chastity and other temptations, lust, gluttony, sloth, wrath, greed, pride and envy. A person who is surrounded with temptations yet HAS the strength of character NOT to indulge truly has a strong ethical, moral character.
If an individual struggles against temptations from childhood, he will grow into an adult who does not have to indulge in such things despite the efforts of drug pushers, pornography and casinos. Simply living in an environment where such things are not available does not build character. It would of necessity doom the person to weakness of character wherever the "safeguards" of "unavailablity" are not present. It is not rocket science. Parents must teach their children to control themselves at an early age.
In Islam this is called jihad an nafs. I think that it must just be easier to ban alcohol and demand everyone be covered. Therefore the person who strays will not be blamed, it is the availability of the alcohol, not the weakness of character that is to blame, or it is the immodest dress and not the weakness of character of the person who lusts that is to blame.

If you see it from a distance you will not get the true picture.
You may not embrace Islam straightaway but must make an attempt to know what all it is about.
In order to make a serious attempt, study Islam and its principles. Do not see what many Muslims might be doing because they might not be knowing the exact spirit of their religion.
Just see what Islam has to offer for humanity. You will find a message of Justice, peace and equality that nowhere else is available.
Dress code is only one aspect of the society. There is much more to know/learn about.

I'm not a Muslim but I can answer you because i live in an Islamic society, I think it would be better if muslims apply their regulations, because here no too much crimes, no body drunk on the streets, its very safe to walk in the night on streets whatever you are man or woman, but my friend told me that islam did not ask women to cover their faces, she can view her face, she have to cover her body & hair only, i dont know why some cover faces, but I can tell that this society is very safer & kind, most of my friends are muslims, they allways ready to help, and this result because they don't drink alcohol.

The Holy Quran describes Alcohol as 'Um-al-Khabais' meaning the mother of all sins. Its the thing that will let you out of your own control and self.
Alcohol is one of a few (eatable) things that are forbidden.
Regarding the dresses; they are meant to cover your body purposefully. They are to hide and protect your body.
Its not advisable to exhibit your valuables. Say you have got a nice jewellery or a huge amount of cash or say any other valuable and if you wander showing it off carelessly and unconciously, then obviously your valuables are more prone to theft. Its not just harmful to your own self but this negligence of yours will help in promoting the crime in the society. Therefore its advised to keep your valuables in a safe custody and guard it properly.
Similary you are required to protect and guard your beauty. If your not doing so then you are not only risking yourself but also encouraging the crime to occur.

For men and women it should be clear to everyone that the person you are looking at is a Muslim.
Superficiality and dress code does help in preventing evil either way.
The wearing of the veil by women is an illogical premise to claim that women are inferior to men. It is more appropriate to indict a society of female exploitation if it tolerates pornography rather than if it enforces the veil. Given that Allah is neither male nor female, given that He does not endear people to Himself based on their gender, given that the Creator cares about all of us male or female, given that the sexual and violent drive of men is stronger than that of women...given all this, it is illogical to cast a negative light on the following injunctions contained in the Qur'an (translation)
[33:59] O Prophet, tell your wives and daughters and the believing women to draw their outer garments around them (when they go out or are among men). That is better in order that they may be known (to be Muslims) and not be annoyed...
[24:30-31] Say to the believing man that they should lower their gaze and guard their modesty; that will make for greater purity for them; and Allah is well acquainted with all that they do. And say to the believing women that they should lower their gaze and guard their modesty; and that they should not display their beauty and ornaments except what must ordinarily appear thereof; that they should draw their veils over their bosoms and not display their beauty except to their husbands...
On this misconception, there is a great deal more to write, most of it showing how current practices in many Muslim lands go against what the Qur'an and Sunnah have ordained, lands in which women are treated as property (unIslamic), are not educated (unIslamic), are forbidden their economic rights (unIslamic), and more. On this point in particular, we encourage everyone to consult the Qur'an and Sunnah before incriminating Islam. Always remember that Islam is a complete way of life from the Creator, and that Muslims are people who claim to follow that way of life. A Muslim may claim to follow Islam, but be wrong.

This is the "set" Muslim response to this issue; 'we would all be savages without Islam....' but it's interesting to note that there is far more emphasis on women 'not flaunting' than men actually 'controlling themselves'!
A case of "Do as I say....", perhaps?
To answer your question; people learn discipline and responsibility from exercising their freedom wisely, not by repeating word-for-word their grandfather's view of the world!

Good idea in thought, but you can cover your wife's face and someone might still want her, hide your jewels and someone will still try to steal them. Unfortunately humans are human. It would also be nice if they didn't want to kill those that are unbelievers. An awful lot of wars have been fought over religion. Maybe they shouldn't tell anybody what faith they believe either?

As already written, the discipline comes from the heart and mind and not dress code. for example we cannot call dancers in the movie to be indicipline.
