I would say Keeanu Reeves is the best of the two because it is generally thought that Steven Seagal can't act and is really kind of a joke in the Hollywood community.

Keanu Reeves all the way. Not only is he more handsome, but he's also got a lot more blockbusters and classics stored under his belt, meaning he's attracted a bigger audience. Putting aside movies like 'Speed', all you need is 1 name: "Neo". Seagal never had a character that huge.

Keeanu Reeves is much more versatile, but Steven Segal in his earlier movies was a mover . I don't think much of their acting ability's to tell the truth.
