The reasons for the success of Singapore include -
1 A good government
2 Controlled democracy
3 A well-disciplined population and work force, though at times the government is accused of undue interference in the private affairs of the people
4 A well-managed economy run like a corporation
5 Good investment strategy of the country's reserves
6 A good location supported by world-class infrastructure
These are just a few but there are others too.
Well, as for comparing Singapore with India, Singapore is not even the size of the capital of a province in India. Now that India has begun to develop by leaps and bounds, it is destined to become a major power in the next two decades or so, and Singapore is already benefiting from this.
By the way, the Indian population in Singapore has played and continue to play a very important role in its rapid development.

Singapore has a remarkably free economy, with very little government intervention in business, and strong property rights. India, for a long time, did not, but I understand that the situation has improved there of late and that the Indian economy is growing nicely. (This from the other side of the world, in the US.)
