With my MP3 player, and my old earphones, I found there were some files which I couldn't hear on full volume, and this was solved by getting new earphones, so this may well work.

It may work but there are legal limits set by the EU on the output volumes of personal audio devices, chances are there is a limit setting with in the "engineering" functions of the equipment, you will need to look for it on the web, using something like delimiting audio volume of a PSP, had this problem on my Sony HD Mp3 player and found a solution on AV forum on the web

No! You need an extra amp that the psp sits into like the charge cradle! check out psp website for hardware!

You might want to buy some headphones that have a built-in volume control. That might help a bit.

That may help. It seems the set of phones your using at the moment are rubbish.
Buy a new set of good branded headphones and you should see a marked improvement.

I've got the earphone set that comes with S.O.C.O.M and it helped a Little bit, nothing spectacular.

yes, worked for me, the volume was OK but the bass was very low, so I got an expensive pair and it worked.

yes, i had the same problem with my computer. if u have two cables connected dissconect one and just use thr main one, if u just have one buy headphones speciffaclly for psp
