Awww, bless her heart. She obvioulsy needs help but is scared to ask. Leave her a note telling her that you are being disturbed by her nocturnal actions, but you are not angry and understand that she needs help. Also in the note, tell her where the nearest homeless shelter is.

Put out some proper food with a note asking her not to go through the bin have a chat with shelter and see what they recommend if you call the police it may not be appropriate as runaways are often running from some really bad stuff and to return them to it would be a moral injustice, could be that there specialist units for this sort of thing so again shelter is a good place to start, if shes a drug user or and illegal immigrant legal intervention may be necessary but don't use it as a first port of call. By the way the food doesn't have to be the best quality, but if you put out any tin cans remember to leave a can opener! This is a sensitive situation and I understand your frustration at being woken up but please try to be a bit patient and handle it sensitively that way you are likely to feel better in yourself and the girl could get something that's good for her too. No way ..is this what the UK has become..people scavenging for food in other peoples bin...
This girls either a druggie an illegal immigrant a runaway or just dammed desperate.
Leave her a bag of fresh food by the bin..I've never been starving in my life always fortunate to have food ...at the end of the day were all judged by what we do in life..

Aww, that's so sad. Look, she may be homeless and hungry. Why not leave her a packed lunch in a bag by your bin? Sandwich, a soda pop, some crisps, apple, whatever. It will stop her going through your bins, and will be a kind gesture too. Also, a packed lunch once or twice a week won't break the bank will it?

That's really sad- it might be worth telling the police in case she is a runaway and someone is looking for her. This sounds awful but I would be wary about leaving food out specifically for her, she might think that you are more involved with the situation than you are and wind up demanding more from you than you are prepared to give- maybe contact shelter or another homeless charity for advice.

Can you put the bin anywhere else for non bin collection days? Or lock it maybe?

Pour lots of cheap bleach / washing up liqid from tescos over the stuff in your bin.
The smell will stop her eating anything and put her off.
Or call the police and get her sectioned
