you should think at what you like most of them. don't choose one of them only because of the conditions they offer, but also think if you like to do that.

For me I think the 2nd job is better & much more secure. Coz if you be a teacher, it means that you are working under the government. Eventhough the salary is lower compared to the 1st job (secretary) but like you've said before, the job is sustainable & you will also be provided with insurance. & of course there's some difficulties in transportation & it is 110 km from your home. The solution is you don't have to travel back & forth everyday from your home, but maybe you can rent a place for a while & see how you can manage staying at a new place which is nearer to your work place (school where you have to teach). At least, you can save some money on the transportation fee & you won't be too tired because of the travelling from your work place to your home. Besides, time can also be save. Time is money. So definitely I think the 2nd job is the best.
If you still can't decide, just follow your heart... Think deeply whether do you really want to be a teacher or a secretary? What is your ambition? Can you be a really good teacher (coz your students future lies in your hands) or is it that you only want to be a teacher because you don't have any other choices? Think!

1. Distance
2. Money
3. Secretary / Teacher
Perhaps considering to move to the village offering the teachers job.
110ks is a long way to travel to a village. Would your family be happy only seeing you on your days off? Would you be happy with this? You will have to move out of home one day, and this may be the best opportunity to... "Stand on your own two feet".
Teaching is far more rewarding than being a secretary and can lead to jobs all over the world. I am from Australia and have taught in Vietnam, Germany, Thailand and more.
Nobody can tell you what to do. When I am confronted with a choice, I usually spend a day or two writing the good and bad of the choices and whichever one has the most good points I go with. Works for me.

The teaching job sounds pretty good, granted you get paid less, and there are the transportation issues, but you have to admit that having the insurance could be of great help if you ever get injured, and with that, could you see yourself moving closer to that job, to make it easier and cheaper to get there? My opinion is that you need to think of the long run, of what the future will hold for you as well as what you want to get out of it. Do you think that you could find another job that pays about as well as the secretarial job, once that job is closed down? I realize it is a hard choice, but take a little time and think carefully on what it is that you think will benefit you the most. Good Luck with whatever you choose.

Lolo, when I'm faced with looking for work, I consider the income AFTER the expenses of going to work.
So if I were you, I would look at the following issues
What will be the cost for my housing (would you have to relocate?)
What will be the cost for my transportation?
What will be the cost for any daycare expenses for my children?
What will be the cost for my clothing?
What will be the costs for my lunches?
What will be the costs for taxes?
What will be the costs for benefits (insurance, etc).
Add those costs together and then subtract that amount from your estimated salary.
When looking at that, which job would be better for you?
I can see that the insurance may be a big factor, but the salary is lower and you will have increased gas costs, plus the costs for your benefits.
I'd seriously look at these factors to weigh into your decision.

Get the governmental job, it's more secure, besides you just have to wait, have patience and save some money then you can transfer near your job.

It depends on the age of yours and if you are able to get a better job than either, then you should go for that. Within the two, you should not bind yourself.

Go with the one who offers the best insurance. It's always safe to have insurance, cause you never know what will happen.
