I have a 99 Camaro V-6 3.8L. Several seconds after ignition, the gauges totally peg out and then fall completely below zero (as if the car is off again) and a second later, they slowly return to normal. It's like an electrical surge. It used to only happen once in a while, now it's every time I start it up. Today, the starter didn't fire at all. After a re-ignition, the guages did the whole thing where they peg and then drop and return to normal. Can you tell me what's causing this?

It should be normal, but confirm with your local Chevrolet dealer.

The gauges are only suppossed to sweep back and forth when the car has been completely shut off from power. They do this because they must readjust to recent settings and vehicle status conditions. There must be some kind of short circuit that keeps cutting your vehicle's power off. check your harness and your starter.

Since you indicate a starter problem, you might have an ignition switch about to fail!

That could cause all the things you describe.
