If the disk is new with now data, or at leeast a disk you don't mind wiping clean (and it doesn;t have your boot operating system on it), you can use the Computer Management control panel (them double-click on the Storage icon). If you want to partition and existing drive with data it that you don't want to lose, I have used Partition Magic with much success. You can make partitions and even install other operating systems like Linux on them. But for things like that PLEASE read the manual.

Put your Win Xp cd, then boot sys from it. It will give you options for formatting and areas to be assigned for each drive.
If you have partition magic, or swish cutter or partition master cd, just get a bootable 98 cd and use them. else, just boot from a bootable cd, type FDisk and then choose from options.

1. If your hard disk doesn't have partition u can partition with any bootable CD. easy with Xp.
2. If you have already parition and want to change size, use parition magic which allows resize of already existing parition without data loss.
3. If you have already paritition and ready to have data loss (don't want to change OS parition). u can use disk management utility of windows. (after windows 2000 & ME). allows u to delete parition and create parition from free space. don't allow to resize your parition

You cannot further patition a HDD on which your OS is working. you need to reboot - bios. and then start installing the OS. when the programme asks - you need to opt for patitioning according to your choice. You can also do this by making your HDD a slave in another machine and run fdisk.
