There have been a few news items leading up to this. The Government commissioned a review of local authority financing (this is currently made up mainly by Council Tax and Central Government Grant with a minority from specific fees and charges). One of the proposals that is being considered is to charge people for refuse collection, based on the amount of rubbish in the bin. The tags that are referred to would identify the bin as yours and each time it is emptied a device on the lorry will weigh the bin as it empties it - info stored electronically enables them to bill you for how much rubbish you put out. Personally, I don't think they will do it and if they try it will not work. Our bin men regularly return the wrong bin and whilst I go out and look for ours if they are still out on the street, if the neighbours have put theirs (or ours) away before I get there (as often happens when I am out), I just leave it until the following week to swap them - so I could always argue that it was not my rubbish that they weighed.

Do you mean the news about Britains Wheelie Bin Tags, that soon all Wheelie Bins are going to have micro tags, so they can identify if the householder put the correct rubbish in the correct place.
I think what a load of "rubbish" we pay enough Council Tax and can put our rubbish where we want, or where we always have.
