some good answers so far, how ever I am going to go with

St Pauls Cathedral.

It has historical interest. It has roots in the great fire of london; one of the biggest disasters to hit the capital. It is attached to more recent history (a lot of royal weddings have taken place there).
It is part of 'The City' - the heart Of London, and the Historical centre.
It is immediately recognizable
It is a peaceful place to explore in a busy tour schedule.

I could also make a great case for the Tower, Tower Bridge and the Thames as the epitome of London.
Best thing is to consider London as a whole

Tower Bridge for me. If I made a montage postacard, I would include Big Ben, the ravens from the Tower of London, a London Bus &/or taxi, (In Oxford Street?). Might do Buckingham Place and the Guardsmen. Anything I have forgotten?

No?
OK.
Double Decker Buses.
Easy to imagine London without the Tower, without St Pauls, without Buck Palace without any building you care to mention, don't you reckon?
But the thought of London without buses and more specifically double decker red ones. Noooo! See one and you know you are in London. Without them you could be forgiven very easily for thinking you were somewhere else.
Trad London Pubs and the Underground would be close seconds.
