This is a scam.

Originally this started out as a scan which was commonly advertised as 'Make Big Money Stuffing Envelopes at Home.'

With the dawn of the Internet and spam this turned into any number of other scams such as 'start a home based business with minimal investment.'

The scam is, you have to pay them a certain amount for a 'starter kit.' The starter kit is useless, you're out anywhere from $100 to $1000 and have no recourse. These operations move from one location to another very quickly to avoid being sued (if you can't locate the person to be sued, you can't sue them usually). They have this down to a science.

Sure. The lottery pays well too - all you have to do is pick the right numbers, which is probably as easy as making money from envelope-stuffing.
