Though India gave the mathematical 'zero' to the world, there is no 'zero city' in India.
If you mean the city, whose time is taken as the standard for all of India [Indian Standard Time - IST], it is Allahabad which is located at 25.28° N 81.52° E.
Because solar events in Allahabad occur exactly 5 hours and 30 minutes ahead of Greenwich, this city is the reference point for Indian Standard Time, maintained by the city's observatory.
