If you mean the city, whose time is taken as the standard for all of India [Indian Standard Time - IST], it is Allahabad which is located at 25.28° N 81.52° E.
Because solar events in Allahabad occur exactly 5 hours and 30 minutes ahead of Greenwich, this city is the reference point for Indian Standard Time, maintained by the city's observatory.
