They read it and then passed it. Then they said that they did not or were not alowed to read it but passed it anyways. Oh wait that is what the Democrats said about the war. Never mind.

Because of the way the bill was presented.
In the days prior to the enactment, several drafts were debated and discussed. Then, the night before the vote, hundreds of line-item changes were made to the final draft. The photocopies ran for hours just before dawn, and the final copies handed to Congress were still warm when the vote was called.
Those who voted on the original 2001 draft never had a chance to read the final draft before voting on it. Sadly, they failed to correct the problem when re-authorizing the bill in 2006. And during that later vote, almost five years, they had not excuse for their actions.

That is what happens when earmarks and appendments are let in by the majority at the last minute.
There needs to be a new rule where if any change at all is added, there is a 24 hour extension on a vote.
