This is a joke, right? Do you mean the lower house in Japanese Diet...that would be the House of Representatives and the upper chamber is called the House of Councilors. Or possibly Russia? The Russian government legislative branch is the Federal Assembly of The Russian Federation. The lower house is the Duma and the upper is called the Federal Council.
And in the event you mean the USA Congress the lower house is the House of Representatives. Please tell me you know that the upper house is the US Senate.
