You have the right to cut the plants that come over to your side of the shared fence. But to be a good neighbor you may first wish to speak to them about how the plant bother you. If they do not do anything, you can cut what comes into your yard. Your should also look up the plant and see when the best time to trim it is, after first freeze or right before spring... this will make sure not to hurt the actual plant... also it will help with blooming on the neighbors side since the plant will put more energy into growing flowers if trimmed correctly.

You have the right to cut down only the parts that hang onto your property. But be a good neighbor and tell them ahead of time what you are going to do.

Yes, you can cut tree branches or other plants -- just the part that is hanging over the property line. BUT if doing so will endanger the tree or plant, you have to leave it.

I just had the same problem, but with dead tree limbs. The tree man said anything on your property (the line) you have a right to cut back. It is nice if you can speak to the people first, but I doubt if they would object (legally, they can't), just a neighborly thing to do.

If it is on your property, eg: hanging over your fence or wall, you have the right to cut them.

Yes. If it was a fruit tree, though, you could still cut the branches but would have to return the fruit.

Yes, if they are on your property which I guess they are from the sound of it. Anything hanging over the property line is fair game.
