it shows a question mark against the USB Device, what does this mean and how does it effect the performance of my PC?

This basically means that the USB device will not work properly and probably will not work until it is resolved. Windows does not full recognize the hardware because of one of various reasons:
1. During the installation of windows the driver was not installed properly
2. Depending of the condition of your pc before after your format...the device might be damaged. However in your case that is unlikely.

Solution: The easiest solution would be to right click on it and disable it. Then reboot your pc. If it is a driver problem it should be fixed. If not then a deeper check into the driver is needed or even the hardware itself (You might have to use the 'Search for driver' option)

It could mean that your USB device may not work properly or there is no USB device. Have you installed your USB device(s) after reinstallation of Windows? If not, install it and see if the same question mark appears. Even if the question mark appears, I don't think the performance of your computer will be affected.It will affect only your USB devices to perform improperly.

driver is not loaded properly. If there are no other usb devices connected to your PC, try to update the driver using the motherboard's driver. Probably it might help.

Install the USB drivers for your motherboard / card.

properties then you will be told what the problem is

Could be a driver missing.

Performance isn't affected unless you plan using that usb slot.

there is a driver missing, try reinstalling it and point to the i386 folder in the win XP disc
