The underpinnings of democracy require citizens who participate and stand up for their rights; Asian/African cultures may not be as forthright, and in fact may be more passive in nature. Could this also be the reason why dictatorships and authoritarian rule seem to work better (e.g., Singapore) and democracies remain problematic (e.g. Philippines)?

Democracy works if the people know how to use it and are smart enough to create one. Study all known democracies and choose a role model.

I don't see Democracy as being divided into styles, it is just Democracy. The earliest Democracies were formed by Indo European migrants, So it isn't necessarily "western style"

I think it is possible but all forms of government work well under certain populations, super populated places have a harder time with democracy and need something that is a middle ground between Democracy and Communism.

Yes the more lay-ed back cultures do also struggle with democracy. Mostly they don't run them effectively enough to get reward from it. Greece is kind of like this except they are and enlightened culture and capable of dealing with an ineffective government in a rational way. In Africa, they are behind because they are still in their tribal period.

Japan has a solid democracy.

Well...it depends upon the people also...if everyone is hungry for power....then there can only be dictatorship. I think....the democracy with prime minister is more sucessful democracy as the people themselves elect them to power and people have the right to decide on their fate directly.! Some countries, which is made up of diverse culture, religion...etc...., would prefer the western type of democracy e.g. INDIA>!

I think not. First there has to be an educated middle class and an independent press in order for democracy to work. Japan is a perfect example..
