People don't like to talk about things that are over their head or unimportant to them. So I think a good way to start a conversation with someone you know little about is to comment on the environment you share. Everyone is interested in what going on directly around them. So if you're in a music store, ask them about the music their looking at or buying. If someone looks funny, make a joke about them. If the person you want to talk to is doing something that requires help, then volunteer to do so. Whatever, but try to start in the here and now. If the person is interested in you, they'll reciprocate and conversation will develop.
Also, pay close attention to non-verbal cues. Somebody who looks pissed off probably wont be in the mood to talk, except for maybe whatever has them pissed off, but that's a drag. If you want to have a relaxed conversation, look for people who look relaxed and approachable. To facilitate an open exchange, try to emulate their emotional state. People feel closer to other people who seem to feel and think as they do. That will be easier with people who have similar personalities to you.

I talk about anything conventional or make funny comments about this and that. I do it with a smile. PPL always respond.
Especially when I ask them later in the convo, 'and how is ur day so far?'
