When i feel it and i feel that the person i want to say it to is ready for it. Love is a shakey concept, because we can't be expected to have total and complete control of our emotions and the technical definition thereof. Idealy you are only supposed to love one person, now and forever, unconditianlly. But in reality you may fall in love, or infatuation, with more than one person. This is perfectly fine, you should never try to bottle up, hide, or otherwise contain a strong a feeling as love. Even if the you saying it gets you hurt, if you don't you'll regret it for the rest of your life. It's all about picking the perfect time but at the same time not putting it off. There comes a point that if they are not ready for you're love than they never will be.

Apart from my family I have told just my b/f. I think that it is a very over-used phrase, and people say it without actually meaning it. I told him about 3 months after we started seeing each other.

Every time i have said " I LOVE YOU" i was serious and meant it...
i have said it to only 3 people in my life...my first love, my first fiance and now i only say it to my hubby
I personally think these are 3 very strong words and should only be said when you mean it

To my husband at lunchtime when he rang me just say he loved me, we tell each other millions of times a day how much we do love each other and always mean it too.

My wife everyday. When we get up and go to bed. When I go to work. If I am at work and call her, I will say I love you before I hang up. I would say at least 20 times a day, but usually more.

I say it very often as a matter of fact to my husband. If you genuinely have feelings & affections for someone, you don't even have to say it in words but by things you do for them.
