Cold Water Tide should dissolve in cold water without needing hot water.
Cold water detergents have been around for decades but only available in developing countries because the detergent cartel (P&G and Levers) got endorsments for their products from washing machine manufacturers in so-called developed countries.
The water heater in a washing machine has a limited life, like the motor, and gets covered in calcium from the water over time. Basically, the manufacturers have built in the need for maintenance and repairs or possible upgrades, if the repair bill is too high.
Also, having to heat the water in a machine from cold uses tons of electricity, which you, and ultimately the environment, have to pay for. So, use the cold water detergent whenever you can!

i wont be pertinent, but both are crap and don't dissolve properly in the water. They are supposed to be different in that the cold water can properly dissolve the cold water tide.
did you know that most laundry detergents have more than 50% fillers? those fillers are commonly sawdust and the like.

That's a very good question, and maybe we'll get a chemist from P&G to step up and answer that one for us. C'mon give it up, we're all holding our breath.
