Sipadan of coz and i recommend that u stay in Sipadan Water Village Mabul Island. Since u cant stay in sipadan island itself u can only go there for a day trip to dive.However only 120ppl are allowed per day n u have to apply for the permit.

There's a group of islands in the east coast of peninsular malaysia which are great for diving. It is a marine park and a lot of tropical fishes there. You might be lucky to see a stingray there. lol.
Among them are the Perhentian Islands, Pulau Lang tengah, Pulau Aur, Tioman Island, Redang Island.
Langkawi is also a nice place to go for scuba diving and the island itself is full of legends.
Also in Sabah, there is Sipadan Island, Mabul, Langkayan, Mantanani, etc. especially if you are interested in muck diving.
Wherever you choose to dive, it'll be a great experience.

islands in Peninsula Malaysia : Redang, Perhentian Besar, Perhentian Kecil, Lang Tengah, Gemia, Kapas, Tenggul, Tioman, Pemanggil, Aur, Rawa.
East Malaysia : Layang-layang, Sipadan, Mabul, Kapalai etc etc. though the whole world is facing pollution problem, the above mentioned islands still worth exploring as of today but wait no more ! because no body know what would happen 10 years down the road !

Pulau Tioman or in English called Tioman Island..
