I have seen power macs advertised for a good price, but the ad stated french operating system. I thought you just have to change the language in the system

The Mac OS asks you when you first turn it on out of the box what language it should use primarily. You have many options. From Apple's Mac OS X page on International support:

English, Japanese, French, German, Spanish, Italian, Dutch, Swedish, Danish, Norwegian, Finnish, Traditional Chinese, Simplified Chinese, Korean, Brazilian Portuguese and includes broad support for many additional languages, including Thai, Korean, Arabic, Hebrew, Cherokee, Hawaiian, Canadian Aboriginal Syllabics, Armenian, Russian and Greek, so you don’t have to purchase separate copies of the operating system if you’re multilingual.

What you should be aware of is that Mac computers purchased in different parts of the world come with different keyboards - the letters on the keys reflect the language you are purchasing. If you are purchasing a used machine from someone and it has the French system on it, make sure the keys are the language you want. You can change what is called the "Keyboard layout" in the computer which would make the computer think you were typing on a different keyboard, but the letters painted on them would remain the same.

Additionally, international machines have different power supplies and power cords than American machines.

It IS easy to change the basic OS language, but BE CAREFUL! Chances are, if the system comes with a French OS, it may also come with a French keyboard layout and other software that is French only. If the unit has a DVD drive, region codes are also a concern. Chances are, the price advantage won't be worth the hassle.

No you have a little flag icon on the upper right hand side of the page by the time and date. I love macs so much!!!! Anyway the languages it supports are: American, Romaji, Katakana, Hangul and Russian. Hope this helped you some.
