Can the one person who gives you strength (makes you strong), be the same who makes you weak??

The one who makes strong only makes weak, is true. For one simple example, Some one make you very strong by his support means he is making you weak by making you to depend on him.

Sure. Politicians come to mind. They tax us all they can, then make a big show of giving us some of our money back in the form of programs that are supposed to help us because we don't have enough money....

I've also seen religious leaders who will make people strong in one sense--in belief, in hope, in community--while making them weak in another sense, such as in their non-church social life, their intellectual integrity, or their tolerance of those who are different.

There's another word for that. Codependancy.

People who suck energy from you are vampires. People who prop you up are enablers. Codependants are both. Your significant-other should bring you joy, not "make" you happy. The latter is a dependant relationship.
