KBS makes a product called a Auto Fuel Tank Sealer Kit. I have used it on 4 tanks and none of them have had any issues. It comes with everything you need to clean it, prep it, and seal it so that you do not get any more rust.

If you call them, they are very helpful. Before I did my first tank, I called them on the weekend (and I was stunned that they were actually there) and the guy walked me right through the process. Very helpful guy.

Tank should be removed & sandblasted by a professional. Usually done by the same guys who repair radiators. What they do is remove the tank & replace it with another that was refurbished earlier. That way you get your car back faster.

fill it up about 1/3 the way up light a match and watch the rust just disappear

See if you can find a radiator repair shop (not many around anymore). They can "boil" it out for you. Lot easier than trying to flush and drain and flush and drain etc. by yourself.
