No. Prnce Philip is only a consort. The queen is the rightful heir. But the reason I feel she won't step down or abdicate is due to her uncertainty about the position Charles would be left in with Camilla.

According to the current situation a law will have to be passed to allow Charles to be king with a consort queen who is a divocee and a catholic.

I gather at present it is still illegal to have a Catholic on the throne or as an immediate member of the Royal family and to have a divorcee the wife of a king.

I think she will hang on until the happy release from his miserable existance of her pathetic excuse for an olderst son HRH Prince Big Ears the Tellygoon, and only then abdicate due to heart failure in favour of Prince William, if he survives the forces, or Harry ditto or Andrew who has shown he can dodge exocets in the falklands and who could do worse than re marry the red headded money making machine Fergie, Queen Fergie?

Why should she abdicate? He didn't have any important place in the government... She is the Queen, and doesn't need Prince Philip to governate...

She may abdicate for Prince Charles at that point, unless she thinks she can surpass Queen Victoria for longest reign by a British monarch.

No don't think she would abdicate. She will keep ruling. Remember Queen Victoria didn't abdicate when Prince Albert died.

Her Majesty has said on many occasions that she does not believe in abdication as an option. She lived through her uncle's abdication and promised to put duty to her country before her own wishes. I think she is wonderful and an example to many of us and I hope she does reign for many more years.
