In the American version of Naruto, Naruto always yells out "Believe It!" at the ends of his sentences. In the Japanese Anime, Naruto has a unique form of speech. Instead of "Believe it!", Naruto says "Dattebayo". Though it doesn't have any particular meaning, the writers of the anime created his character that way. Since Dattebayo has no meaning, American dubbers can't put anything there, so without "Believe It!", Naruto's mouth would be moving without him actually saying anything.
If you want my suggestion, I reccommend watching the episodes on youtube or joining a naruto fan group with dowloadable japanese videos. Though these are subbed, I still say they're better than the American ones, as the characters voices are more beleivable and realistic.
If you're annoyed that he always talks about being hokage, he doesn't mention it as much as the series progresses, maybe once every very important scene. That's why its good to watch the 200 released Japanese Episodes.

As with many Japanese animations, most of the production companies buy the rights to the anime but then need to re-rub the tracks in English. Because the dubbing can take some time (finding the right actors, the actual recording time as well as having to re-write some of the lines to make sense in translation), most production companies often run out of dubbed/ready to release episodes. So that is why all of the reruns....but like Naruto non the less.

I can't remember the source for it - but it was in a short interview with Shonen Jump in a magazine. In the Japanese version, he mumbles something that makes no sense (even in Japanese!) and it's just part of the humor of the show. It's SUPPOSED to be irritating, confusing, and funny at the same time.
When it got translated to English, they didn't want to just have a bunch of words that made no sense, so they chose "Believe it!" as the closest thing they could do to imply the same thing from the Japanese series.
