Thank you for caring about stopping this waste. There are many charities that collect and sell used stamps. But without knowing where you are, it is hard for me to recommend one. If there is a stamp club in your local area (try looking at http://www.stamps.org/directories/dir_localclubs.htm ), they should be able to help you. They may have a program for redistributing stamps.
You could also e-mail Janet Houser at the American Philatelic Society - jehouser (at) stamps.org. They need a lot of used stamps for their programs or can possibly recommend a charity near where you live. APS is a not-for-profit organization, so you can claim a tax deduction for anything you give to them. Some local stamp clubs are also registered as not-for-profit, while others are not.
Some Boy Scout or Girl Scout troups have stamp merit badge programs, and a few schools have stamp clubs.
Please do not throw these stamps away!!!!!

Used stamps have no value except to collectors, and I doubt the ones you're tossing are unique. Just throw them out.

Glad those inanimate stamps have someone like you who thinks about them. But exactly what is a charity going to do with them? I think they'll be OK. They already served their little purpose.
