Legally? Yes, but they just transfer everything from the old number to the new one, and probably a cross reference, kinda pointless.

No, a person has one social security number assigned to you by the government that follows you throughout your life (and after death - they can track it still). If you lose your social security card you can get a re-issue from your local social security office.

Yes, some people who are victims of identity theft have changed their SS# by going down to their local social security administration office.

Here's the link at the Social Security web site that tells you how to do it: http://www.ssa.gov/ssnumber/
Generally, you can only change you number because of harassment or abuse.
"How to apply for a new number
"You must apply in person at any Social Security office. We will help you complete a statement explaining why you need a new number and an application for a new number.
"You will need to present:
"Evidence documenting the harassment or abuse;
"Your current Social Security number;
"Original documents establishing your:
'U.S. citizenship or immigration status;
"Age;
"Identity; and
"Evidence of your legal name change if you have changed your name.
"Also, we will need to see original documents showing you have custody of any children for whom you are requesting new numbers and documentation proving their U.S. citizenship, ages and identities."

The only way to get a NEW number is if the old one was stolen and used for identity theft. That is why I tell everyone I know,"DON'T CARRY THE CARD IN YOUR WALLET OR PURSE!!!" You don't want to end up 65 years old,then apply for benefits and find out someone pretending to be you used them up thirty years ago.
