Use Oil Lime Sulfur Spray once in the fall after all the leaves have fallen off the tree and once in the spring before the buds break.

After that use a fungicide-insecticide (like Fruit Tree Spray by Bonide) when the lef buds do break every 10-14 days until 14 days before harvest. The only time you stop this spray schedule is while the tree is in bloom. When the petals fall, start spraying again. It's a lot of work but you'll have great apples if you do it.

I think they spray 'oil spray' in the early spring, when the leaf buds are just coming out. I don't know the name of the spray, but you should ask about that at the nursery near by your place. I know for sure that you shouldn't spray on the fruit, though. YOu must spray before fruit are formed.
