Yes, as long as they have the serum they stole from NIMH - the National Institute for Mental Heath. That way when the scientists go hunting for mice all they'll find are mutant sized rats that know more than the average president. However the mixture wears out after 10 hours and harvesting the serum from living cats is very hard, if not down right impossible! That's why they call on Mighty Mouse to knock the cat out before draining some of the cat's spinal fluid and spit. They could try the same trick with humans but humans tend to start screaming and begging for bananas if too much spinal fluid is removed. Cats are much less annoying and if one has to be put down humanely the rats/mice just toss the cat in a fenced junk yard with a very hungry dog.
The Honest (and less exciting) answer is No. But rats are considered mutant mice. The only difference between rats and mice is the number of scales on their tails :-) .

No. They are different species. Even if a rat is very small, it is a rat and a mouse is a mouse wherever it goes.
