it all depends on the Cut, Clarity, Carat weight of the stone. if they are all the same then a Ruby would be the most valuable.

Rubies are the most valuable, after that is opal, then garnet.

Some Opals can be expensive, but I think the Ruby is because it is more popular and is right up there with the Diamond. The most popular are Diamonds, Rubies, Sapphires and Emeralds

The ruby is considered a precious stone/gem.
Garnets and Opals are semi-precious.
Thus, the ruby would be of higher value (unless it's a really crude stone).
