Since President Clinton warned Bush that his number one problem would be Bin Ladin and his terrorist group and Bush ignored this advice this gave the terrorists group the latitude to basically do what they wanted.With N. Korea, Pakistan, Russia, and even China having nuclear armaments it's very possible that the terrorists could have obtained WMD's without being noticed.The 9-11 attacks differently put them on the front burner and I hope that's where they fry. Too bad Clinton's missile attack in August of '98 on Bin Ladins camp didn't end it all right there but it's not that simple since there are terrorists of different factions all over the world. No. The "War On Terror" is acknowledged by most terrorism experts to have increased the profile and strength of Al-Qaeda affiliated groups. If a strong Al-Qaeda can't obtain WMD's, it's unlikely that a weaker one could have.

politicians like many managers tend to work by triage. the most pressing the most serious and life threatening situations will get priority. until 9-11 bin laden was seen as a growing but not yet present danger to the mainland us.
