Since President Clinton warned Bush that his number one problem would be Bin Ladin and his terrorist group and Bush ignored this advice this gave the terrorists group the latitude to basically do what they wanted. With N. Korea, Pakistan, Russia, and even China having nuclear armaments it's very possible that the terrorists could have obtained WMD's without being noticed. The 9-11 attacks differently put them on the front burner and I hope that's where they fry. Too bad Clinton's missile attack in August of '98 on Bin Ladins camp didn't end it all right there but it's not that simple since there are terrorists of different factions all over the world. If you want the simple life watch Paris Hilton on T.V.

Good Question! You really made the poor conservatives look up the proper Karl Hove answers. (You know they have an instruction sheet)
As to your question, The fact that the Towers came down during Bush's watch is a perfect introduction to Bush's Presidency in total. Bush has been and will be a disaster for the United States of America because Bush was totally unprepared and incapable of doing the job of The President. The actual historic films and paper trail of him doing his part will be so confirming of this reality that it well feel like a typical bad Hollywood horror film. No one will believe it, but it will be real history.

No. The "War On Terror" is acknowledged by most terrorism experts to have increased the profile and strength of Al-Qaeda affiliated groups. If a strong Al-Qaeda can't obtain WMD's, it's unlikely that a weaker one could have.

there were no wmd's found or documented. This was all fabrication. Other than oil....why are we occupying foreign soil that did not threaten us. Who is looking for Osama??? His family was friends with the Bush family so what now.....we forget about him and 9-11 and go after Saddam and his oil because he insulted Daddy Bush. What a messed up country....especially since Bush was never actually voted in by the people of the country only the corporations. How did our country allow that? Where is our free elections and why do we fight so hard for other countries to have what we no longer do??

Both Yes and Maybe. You would have to also include the probability that the terrorists, ignorants idiots that they are, might have accidentally exploded their recently acquired WMD and wiped themselves off the face of the earth.
Therefore the whole problem would be solved and we wouldn't be discussing this subject..

politicians like many managers tend to work by triage. the most pressing the most serious and life threatening situations will get priority. until 9-11 bin laden was seen as a growing but not yet present danger to the mainland us.

Who knows? They don't have WMD's yet, but they will in time.
It was Clinton and his administration who made the decision(s) not to take out Bin Laden before Bushy. Billy Boy did not have the spine to take the shot (so typical).

If you follow the lines of your question, where does President Clinton's blame lie in all of this? Did he, or did he not have the intelligence and means to eliminate Bin Laden well before 9-11? Hind sight is 20/20. Besides, the past is just that, the past. Its the future that should be Paramount in any of our governmental leaders mind.

Don't forget that all this was being plotted and trained for while Clinton was doing Monica. Back then some FBI agents tried to bring to the attention of higher ups that some Arabs were taking flying lessons but did not wan to learn to land. They were ignored
