Because its virtually impossible, at least in any setting I can imagine, you describe the world without quantity.
Even without using a number, quantity must be used to describe the universe we live in. What makes 'a little' less than 'a lot'? If you have no concept of integers and the order of the integers, simple inequalities like "There are more of A than B" cannot exist. Otherwise you have no tools compare the two types.
This is why math is referred to as the universal language. There is not philosophical setting where quantity does not exist as a needed property. you must compare, detail, and throw one thing against another to understand the world.
Try to even go through tomorrow without thinking of a number that measures something. Times on the clocks, scoops for your coffee, spedometer on your car, slices to make a sandwich, time it takes to get to work, etc. None of this is possible without a measurement tool: Numbers. Regardless of language and location "4" is always the same concept just known by a different name or sound.
It's a human requirement and a sentient requirement to learn and compare and without measurement on quantity, learning can't occur.

This is a very good question, and actually made me think!!!! UH OH!!!! LOL
I guess the reason we have numbers or some form of accounting system, is to help with adding value to things. For example, 1 dollar isn't worth as much as 10 dollars or a million.
Also it is used to tell people, I have XX many of whatever. I'll give you XX for YY. I'm also sure that numbers came about for building, thinking, describing, trading, etc.
We cannot get away from numbers in today's society as everything we do is based around numbers. Some people even seem to believe that our lives are a number (i.e. "I guess it was just his number was up.") Between numbers and the alphabet, we wouldn't be able to communicate.

Numbers can be thought of as symbols in the language which is perhaps the closest to universal language that we have (Mathmatics). It is this language that is used in Science. And what is science if not the pursuit of truth at all levels. So it would be that numbers help us construct our world and our ideas as close to reality as we know how at the moment.
