You could try water-based product. I reckon the other stuff you try might have some oil base in it and it tends to make you break out. One product I recommend would be Avene Soothing Moisturizing Mask - it's really good. You can put it on for 20-30mins until it's totally absorbed (you can see it turns from white color to a transparent color on your skin), then you wash it off. You can feel your skin well moisturized afterwards. Try doing it at least 2-3 times a week.

Yeah, I have such dry and sensitive skin. Cetaphil and Dove Sensitive skin products leave the moisture in the skin. I have actually bought strong overnight foot cream to put on my face it so dry. It works.

Try Bag Balm. It's original use was on dry, cracked cow udders, but the stuff is an awesome mosturizer! Shania Twain never leaves home without it!
