Either that or they think you are odd and they are trying to figure you out, or you thought they were staring at you and now they are staring while trying to figure out why you are staring.

This just means that something caught her attention. It may be your beauty. It may be your dressing style. It may be your hairstyle. It may be just that you are looking funny. It may be that you are looking very smart. That's why they stare at you.
Why do they look away? Because they don't want to let you know that they were looking at you. They are either shy. Or they don't want you to get conscious.

there may be two possibilities friend..one is that maybe she is staring at u because u may be dressed or behaving funny and the other is that she may like u and wants to make friends with u but is shy to do so. i hope its the second case for u :)

Sometimes it does & it can mean that they're shy. Sometimes it means that they aren't interested & trying to be kind. Your best bet is to approach & open the lines of communication. Try smiling & greeting the girl in question. You might just be pleasantly surprised.

I would not take much from the look AWAY.
If they look back a second time there is interest.
Try to smile politely and, if they continue to look, wave at 'em. If they're close enough, ask if they are "having a good time," trying not to sound sarcastic. Good luck, cowboy!

YES! Especially if they keep looking back and then look away when they catch you looking, if I really like the guy I hold the gaze though.

It can mean several things. Yeah, they can like you, but also it may because they are talking about you (for various reasons, good or bad), or they just find you interesting.
