I have worked as a jailer, even 15 years ago that would not have been advisable without the direction of a doctor. If this has happened I suggest that you contact the Director of Corrections in your state immediately.

Most of what goes on in correctional facilities is illegal, immoral, and just plain wrong.
In some states, antidepressant or behavioral meds are considered a security threat. As a result they are monitored to make sure the inmate is taking them correctly. Other places will place inmates on these meds in a more secure facility.
To deny an inmate medical attention is illegal.

I used to work at one dispensing the children's medications and certainly they should never stop a child's medications without permission from that child's doctor. Not only can the child suffer side effects from withdrawal but may begin acting up due to lack of meds.
