The clorine that is used in pools and stuff or even in bleach is diluted pure chlorine is highly corrsive. Hense that cleaning power.

Because chlorine causes oxidation or exposure to oxegyn molecules which bleaches out stains and such, salt water is more a solution of salt and water which doesn't oxidize but causes oxidation by exposing atoms to oxegyn by abrasion rather than chemically causing it.
