I tried downloading PSP Video 9 but it wont open. It says that the program can't get opened for a reason. Are there any simpler ways? or other ways of uploading videos/movies?

I've had similar problems. Unfortunately, I don't think there is an easy free way to do it.
There are several "media manager" type programs out there that help you do it - but I don't believe any of them are free.
Sony has the PSP Media Manager
there's the PSP Max Media Manager
and the PSP Media Manager from Madcatz
as well as Video Vault for the PSP
There are several PSP fan sites that might talk about something like that. I'd do a search on "putting video on PSP" and see what comes up.
You can also check out a site like Download.com, typing in PSP Media Manager and see what comes up.

Check AVS Media, they have several products that can assist in format conversion and pushing media files to your PSP.

there is a way to get it for free, but its illegal.
