Its called a tarp. In some to most stadiums, the tarp is located around the edge of the wall after the dugout.

You have very good answers here, it is a tarp, but I thought I might add that they are a pain in the butt to put on a field. Especially when the rain has already started.

nicely of direction you gotta take the golf green Monster yet i could placed it in precise field and then i could placed the B&O warehouse from Baltimore at the back of it and that i could someway extra healthful that practice from Minute Maid park up there, middle field from The Ballpark in Arlington yet without the obstructed view and rather it could have the little deck from Coors field. Left field could come from Angel stadium with the Palm timber. The infield seats could come from Dodger stadium. the front could be like Citi field the Mets new ballpark. And it could placed in Chavez Ravine. i could call it The Jake yet we've already got had that.... and that i enjoyed Mickey D's field to ... yet through fact i want my own it could be Apple field sponsered with the help of Apple and the scoreboard could be a extensive Mac computer screen. Oh Yeah and genuinely Dodger dogs.
