Long answer, but will work for EVERY equation. Put it in a sentence. 17 is what percent of 47. Use this:
%/100 = is/of (percent over a hundred equals is over of.)
Fill in the blanks of this formula. As long as you know 3 of the 4 things, you can solve. The "is" would be the 17. The "of" would be 47. Now you have:
X/100 = 17/47
Cross multiply and divide. 17*100=(x)47
1700=47x
36=x ("x" being the unknown percent you were seeking.)
I know that sounds complicated, but really isn't. Learn that basic formula and you will be able to solve all questions of this type.

1. Divide the 17 by 47 (47 is your total population while 17 is your obtained sample).
2. Multiply the quotient by 100 (percent means per 100). Round off to two decimal places and that is your percentage.
The formula for percentage is
(x/n)*100
I know, the next question will be how to get the averages.

The fraction is 17/47. Now cross-multiply that with x/100 to get the percentage.
47x = 1700
x = 36.17
So the answer is roughly 36 percent.
