We all have seen the moving pictures (some body's picture that moves), But is there any body who know how to make one?

ur question is not clear , perhaps u were in a hurry...what u have asked for is how to make gif image files...u can make them using macromedia softwares(director,flash)...many softwares are available on net...try some freeware sites...gif allows u to add lots of frames to ur pic...so u can add ur motioned pic in the pic...but it may be little hectic...best of luck.

Do you mean an animation? It's not hard, but you will need a program like PSP Animation Studio, or something like that.

You can use Flash to make animation.
You can download a trial version at www.adobe.com
