If you are truly concerned as you sound. Phone the local utility company that is in charge of caring for this light pole. Perhaps an animal has made a home underneath it. Either way they will check it out for you and make sure it is secure.

Walk out there, touch it, see how well it's anchored into the ground. If it's firmly cemented in, I'd look for a strong magnet that might be attracting the metal of the pole. Test that theory by bringing a compass. See how it reacts.

Sometimes people steal those things. Someone is probably put there loosening up bolts and so on so they can be off with it in the middle of the night. This is not a joke. My car dealer told me this. Maybe they sell the parts or cut it up for scrap metal. Don't park your car near them, and call the cops.

If you live in Cali or Nevada I'd say it could be seismic activity. But then again in the next breath it could be underground movement from all those secret bases you have.
Whatever it is the light company should be informed incase the darn thing falls over and kills someone.

call the Electric Co. let them check it out; it might be loose, and needs some screws tighten. if everything is OK with the pole. Then, you should go for an evaluation, to have some screws tighten upstairs. Good luck

Maybe it is an illusion cause by how the sun is shining on it, casting a shadow or something that makes it look like it moved.

It could be earthquake activity. A lot of places have it but are just not aware...go to...earthquake.usgs.gov and there is a place to type in your area code to check for activity.
