There are a lot of possibilities. Most of them include you leaving out some minor detail.
There is almost never no wind. Especially near buildings. Winds 6 feet off the ground are usually very different than winds 30 feet off the ground, and buildings amplify this light wind. A light pole has a light which can be broad compared to the pole. This has a sail effect. Look for flags in the area at the same height.
The other option is the squirrels in the pole rocking it back and forth and watching you for a reaction. Check that little bottom cover on most lights and see if the screws have recently been redone from the inside. :))

It is possible that the pole is exactly "tuned" to an energy wave that is hitting it. To stop the pole from moving, add a damper to it ( a dead weight.. a 4 or 5 pound piece of rope or loose chain to the top of it). If it is tuned to a particular frequency wave, the damper will likely stop it.

Wierd if this is the case (a strange thing---I guess the light pole has become some type of resonating antenna).

I wonder if this is what has happened.

ultimately, somebody else has seen this phenomenon. no person believed me the two. i do no longer understand the place you reside, yet in aspects that are near to sea point and have a extreme water table, such because of the fact the significant Valley in Ca.,specifically cases you will experience and notice the floor roll in waves. i'm unsure if that's the wind, the moon, or what, besides the indisputable fact that that's extraordinarily cool to visual exhibit unit from throughout the time of a extensive field or down an prolonged highway.

Sounds to me like it's ready to fall over, maybe it was not installed correctly. But I'm not some sort of light pole expert.
